Program Monitoring and Evaluation Coordinator
Purpose: Oversee all M&E activities for m2m’s model sites in Kenya with the aims of measuring program performance, improving quality of care, and reporting program activities to m2m donors.
The Program M&E Coordinator works in close collaboration with the program team to achieve optimal program results and reports to the M&E Specialist; the position is based in Nairobi.
 
Key Areas of Responsibility:
  • Work in collaboration with colleagues and stakeholders to implement the m2m monitoring & evaluation plan for direct service delivery at model sites in Kenya
  • Supervise the implementation of all model site M & E activities, including site level data collection, timely reporting, interpretation, and analysis
  • Encourage the routine utilization of m2m direct implementation program data at all levels, and support program adaptations as indicated
  • Manage the m2m program database in Kenya, including monthly data entry, report production as requested, and routine reporting to m2m Head Office as required
  • Provide training and capacity building to m2m management and field staff on M & E topics
  • Participate in the implementation and evaluation of pilot projects, operations research, and program evaluations where appropriate
  • Support documentation of lessons learned, reporting, and presentation at appropriate regional and international forums
  • Assist with program reporting and additional management M&E activities at the request of the M&E Specialist
  • Communicate and work closely with the program team
Qualifications and Experience Required:
  • Relevant Bachelor Degree or equivalent qualification (in epidemiology, biostatistics, public health etc.);
  • Masters degree an advantage
  • Minimum 4-5 years experience in research/program monitoring and evaluation
  • Experience in the implementation and management of health M&E systems; experience in HIV/AIDS, PMTCT, or MNCH preferred
  • Experience training low literacy participants on M & E systems (data collection, interpretation, analysis)
  • Computer skills and experience using MS Excel, Outlook and Access
  • Knowledge of SPSS, STATA, SAS an advantage

  • Dynamism, independence, creativity
  • Fluency in English and Kiswahili essential
  • Possession of own car and valid driver’s license beneficial

 Partner Associate
Purpose: To build the capacity of local implementing partners (LIPs) to effectively deliver the Kenya
Mentor Mother Program (KMMP) according to national guidelines.
The Partner Associate works in close collaboration with key m2m and MOH colleagues, reports to the Senior Program Manager, and is based in Nairobi.
 
Key Areas of Responsibility:
  • Support senior staff to select LIPs for engagement and facilitate initial orientations
  • Support the development of m2m’s capacity building program for LIPs, including defining objectives and developing program resource materials
  • Coordinate LIP engagement at the regional level and engage programmatic staff within each LIP organization, building effective relationships and cultivating commitment
  • Conduct external assessments of LIPs in relation to defined national guidelines
  • Develop workplans for services to be delivered to each LIP
  • Facilitate training to LIPs on standardized content
  • Provide ongoing tailored support to LIPs aligned to identified support needs
  • Draw on m2m service delivery at model sites to capacitate LIPs, in partnership with the Regional Manager
  • Continuously evaluate the effectiveness of capacity building interventions and promote program quality
  • Gather and disseminate lessons learned and best practices, and contribute to report writing for donors and other key stakeholders
  • Participate in the m2m Kenya extended management team, reflect on program progress and make recommendations for improvement
  • Ensure accurate and timely communication with LIP staff, key stakeholders, the Senior Program Manager and m2m headquarters in Cape Town, South Africa
  • Perform any other duties assigned by the Senior Program Manager
Qualifications and Experience Required:
  • Bachelor’s degree or equivalent in public health or a related field; relevant Master’s degree an advantage
  • Minimum of 5 years experience in public health program management
  • Direct experience managing a PMTCT peer education and psychosocial support program (with m2m or elsewhere)
  • Experience with managing USG-funded health programs a distinct advantage

  • Ability to lead, inspire and motivate others
  • Demonstrated ability to think critically and creatively and to facilitate collective problem-solving
  • Excellent interpersonal skills and ability to develop and maintain relationships at multiple levels
  • Familiarity with basic principles of adult learning theory and behavioral / organizational change
  • Ability to work independently and cooperatively with diverse organizational units
  • Dynamism, independence and creativity
  • Computer literacy (MS Office, Outlook and Internet)

Re-Design, Development and Implementation of HELB
HELB is a state corporation whose mandate is to source for funds and provide loans, scholarships and bursaries to Kenyans studying in recognized institutions of higher learning.
The Higher Education Loans Board invites sealed tenders from web design and development firms for the Re-design, Development and Implementation of HELB Website.
Interested eligible candidates may obtain further information and inspect the tender documents at the Procurement office on 18th floor of Anniversary Towers, University Way, Nairobi during normal working hours.
A complete tender document may be obtained by interested candidates upon payment of a non- refundable fee of Kshs.2,000.00 in cash or bankers cheque payable to the Higher Education Loans Board operational account at Kenya Commercial Bank, University Way Branch. HELB shall issue a receipt slip on presentation of the deposit slip.
Interested bidders shall be required to submit one (1) original and one copy of their technical and financial proposals, which shall be clearly marked “ORIGINAL’’ and “COPY’’ as appropriate.
The original and copy of the technical proposal shall be sealed in an envelope clearly marked “ Technical Proposal’’ and the original and copy of financial proposal shall be sealed in an envelope clearly marked “ Financial Proposal” with a warning, “Do not open with technical proposal”.
The envelope containing the financial proposal should have the bidders name and address clearly marked on the outside. Both Envelopes shall be placed in an outer envelope and sealed.
The outer envelope, bearing no indication of the bidder and clearly marked: HELB/T/05/2012-2013: RE-DESIGN, DEVELOPMENT AND IMPLEMENTATION OF HELB WEBSITE’ should be deposited in the tender box at Anniversary Towers 19th floor, University Way or sent by post to:

So as to be received not later than Tuesday 23rd October 2012 at 11.00 a.m.
The tenders submitted latter than the indicated closing date and time shall be automatically disqualified.
Opening of the submitted tenders will take place immediately on the same date in the main boardroom on 19th floor, Anniversary Towers at 11.15 a.m in the presence of tenderers representatives who choose to attend the opening.
Prices quoted should be net inclusive of all taxes and delivery costs, must be expressed in Kenya shillings and shall remain valid for a period of (120) days from the closing date of the tender.
All tenders must be accompanied by a tender security of 2% of the total tender sum in the form of a bank guarantee from a reputable bank, a bankers cheque or insurance from companies authorized to transact in bid bonds and valid for a period of 120 days from the day of opening the tender.
The Tender Security shall be placed in the envelope containing technical proposals.
Please note that any tender that shall not be accompanied by a tender security shall be deemed to be non-responsive and disqualified.
